Why not just fit it with a 1/4 to 3/8" bushing. Simple and easy. Use a dab of Locktite to keep it from accidentally loosening.

And I definitely agree that you shouldn't cut it off, drill it and tap it as suggested earlier! More likely to ruin it than fix it!
If needed, the trick with Locktite is to use the right type the right way. "Red" is what I'd use on coarse threads like this. It's stronger and requires heat to release. Don't use "Blue" or "Purple" for this sort of use. Those are weaker (but is preferable for some other applications) to allow unfastening by hand, without heat. "Green" is used when parts are already assembled, to "wick" into the threads. This explanation is simplified, there are actually more types to choose among. For more info, consult
